No, Community Clips is not supported on Windows 10. I've checked the website and downloaded the only version available, but it was impossible to launch it. The installation went fine, the problems arise when it I attempted to start the program. Even the Windows Media Encoder 9 was installed properly.

I work for a College in Scotland. We offer courses for young people and adults leading to a range of qualifications preparing them for Work or University. I would like to obtain a free, GNU Licenced software to allow students to screen capture their journey through their Internet research. Would I be able to download Community Clips under this licence? How long a film could the students create using this software? If Community Clips isn't suitable are there any other packages you would recommend?

You can use Screencast-O-Matic as a starting point. It offers a free version and it packs features contained within all other alternative applications.
